The Building Industry Bargaining Council (Cape of Good Hope) is a sector and area-specific Bargaining Council created in terms of the Labour Relations Act (1995) . The Labour Relations Act (LRA) provides that employer and employee representative organizations within an industry or area can enter into collective agreements covering "any areas of mutual interest' and if they are sufficiently representative of the industry, the parties can approach the Minister of Labour to gazette these agreements and extend them to bind non-parties as well.

MIBCO is a Bargaining Council as envisaged in the Act whose mission is to create and maintain industrial peace and stability in the Motor Industry. It provides the following services to approximately 14 000 Employers and 182 000 Employees throughout the RSA. Forum and facilities for Collective Bargaining, Settlement of Labour Disputes, Provision of Social Benefits for the upliftment of all persons falling within the Industry, i. e. Pension, Provident, Medical, Sick, Accident, Maternity and Holiday Pay Funds. It consists of representatives from both Employers' and Employees' Organisations and has equal representation from both groups (see Organagram) . The Agreements negotiated by the Council are, where necessary, extended by the State to cover the entire Industry once satisfied that the Parties to the Council are in the majority.

The NBCRFLI (Council) is governed by the Labour Relations Act of 1995, which allows for employer and employee organisations to establish a bargaining council for an industry. The BIBC is responsible for regulating and monitoring employment conditions in the building industry in the Cape Peninsula, Boland, Malmesbury and Overstrand areas.
